DUTIES:
Monitor power resource and transmission issues (including renewable energy) relevant to SCPPA members early in the process to a achieve greater impact on the outcome; consult with SCPPA members regarding ISO/regulatory issues and the impacts on their respective energy systems; develop SCPPA position papers based upon member input; participate in committee/working group processes to promote SCPPA positions; develop and maintain a working knowledge of SCPPA member energy systems to quickly identify the members affected by each issue; become central point of contact for SCPPA legislative advocates regarding the technical and economic impacts of legislation on member utilities; participate in the California Municipal Utilities Association (CMUA) and American Public Power Association (APPA) legislative committees, promoting SCPPA positions; coordinate activities with CMUA and Northern California Power Agency (NCPA); staff the SCPPA Resource Planning Committee, Public Benefits Committee, and Renewable Steering Committee, including the organization of member involvement and reporting of activities; produce monthly progress reports, position papers, briefing materials, and other written communications as required. Represent SCPPA as the primary negotiator for power resource, transmission and public benefit contracts.
REQUIREMENTS:
Knowledge of: Bulk power system operations especially in the Western Systems Coordinating Council; ISO rules
and scheduling protocols; electricity, natural gas, and ancillary services market fundamentals; utility ratemaking;
energy settlements and accounting; electrical system operations; system reliability criteria; negotiating contracts and
resource planning methods. Knowledge of the various organizations SCPPA interacts with, such as Cal ISO, FERC,
CPUC, CEC, CMUA, NCPA and APPA.
Ability to: Effectively communicate verbally and in writing; provide advice and consultation on the technical and
economic aspects of ISO/regulatory issues; develop joint positions based upon member input; effectively represent
and promote SCPPA positions at various regulatory venues and working groups; analyze the technical/economic
impact of ISO/regulatory issues based upon a strong working knowledge of each member system; provide technical
support to SCPPA legislative advocates; coordinate the activities of the SCPPA Resource Planning Committee and
effectively negotiate business opportunities to successful conclusion.
Experience and Education: Ideally, the person would have a four (4) year college degree in engineering, or other
utility-related field, at least eight (8) years of progressively responsible professional experience in power system
operations or management, and direct experience in developing policy and interfacing with the ISO and other
regulatory agencies. An advanced degree and/or additional years of experience would be a plus.
