General Counsel

Southern California Public Power Authority (SCPPA) is offering a rare opportunity for a top legal professional to join this unique organization as General Counsel. This at-will position supports SCPPA’s Board of Directors, its member agencies, and the Executive Director by offering unparalleled legal support in a collaborative and member-driven organization with additional reporting responsibility to the Executive Director. The General Counsel oversees all legal activities of the organization and as such is the top legal advisor for matters related to the association and its membership as well as the supporting organization of SCPPA. This position works closely with outside counsel on a variety of matters related to a full range of key areas, including complex contracts, defaults, bankruptcies, capital and refinancing opportunities, and performance and construction related claims. Top candidates will also be expected to have an understanding of the role of various regulatory agencies in the electric industry. Also open to generalist candidates that have public sector legal advisory experience. 


Annual salary range for the General Counsel position is up to $236,721 and placement within the range will be based on qualifications and experience. Government Affairs Manager 

The State Government Affairs Manager will work in the SCPPA Sacramento office (telecommuting is currently permitted subject to limitations and conditions). Periodic travel to the SCPPA headquarters office in Glendora, California may be required when necessary. The position principally assists SCPPA Members in monitoring, advising, and engaging in policy matters pending before state regulatory agencies including the California Energy Commission (CEC), the California Air Resources Board (CARB), the California Independent System Operator (CAISO), the South Coast Air Quality Management District (SCAQMD), the California Public Utilities Commission (CPUC), and the Wildfire Safety Advisory Board (WSAB) with the assistance of SCPPA’s outside consultants under the direction of the Director of Government Affairs.  Coverage of pending legislative matters may be necessary as needed, as well as assisting with the American Public Power Association’s (APPA) annual Legislative Rally in Washington, D.C., public power’s annual Capitol Day in Sacramento, and SCPPA’s annual legislative and regulatory staff tour.

Ideally, the candidate will have had direct experience interfacing with energy and/or air quality regulatory agencies, some experience interfacing with California’s state legislature, and demonstrable experience reaching consensus positions amongst competing stakeholders. A graduate degree in a policy-related field and/or additional years of relevant experience is a plus. The current annual salary range is $117,000 to $148,000 dependent upon experience and qualifications, plus benefits, and is under consideration by the SCPPA Board of Directors for an upwards band adjustment. SCPPA provides retirement benefits through a contract with the California Public Employees Retirement System (CalPERS).
