The High Winds Energy Center is located along northern California's Montezuma Hills in Solano County, midway between the population centers of San Francisco and Sacramento. It is one of the largest wind projects in California.

In September 2003, SCPPA member cities of Anaheim, Azusa, Colton, Glendale, and Pasadena joined together in a long-term agreement to purchase wind energy through power marketer Iberdrola Renewables from the owner FPL Energy. Merced Irrigation District is also a customer at this project site.

The site has 90 Vestas V80, 1.8MW wind turbines. The total generating capacity of the project is 162 MW. SCPPA’s share is 30 MW, or 20% of the project output.
